BizDev
Internal business-development system for sourcing, qualifying, pursuing, and learning from commercial opportunities.
Campaign summaries and execution
OpenGov sourcing was planned around 50 evidence-backed instances and a top-10 POC shortlist; the repo does not record those outcomes or the proceed/narrow/stop decision. Use bizdev #151 for execution. Past-opportunity revival had a systematic 2023 lead-list track and an opportunistic 2024–25 track; setup was recorded, but outreach results and the retrospective were not. See leadlinks #53 and bizdev #152. These campaigns are represented here by summaries and tracker links, rather than standalone company projects.
Owner review pending. Retained in the company portfolio after the 2026-09-28 scope review. The commitment dates below have expired; the owner must confirm the current outcome, next milestone, review date, and execution tracker. No renewed commitment is recorded yet.
BizDev is the internal system for turning promising market signals into qualified opportunities, proposals, pilots, and closed work.
It covers proactive sourcing, opportunity qualification, follow-up discipline, proposal and RFP improvement, and experiments that test whether a new business-development motion is worth scaling.
Previous Commitment — reset pending
By 2026-06-26, create a first OpenGov instances database, prioritize the best candidates for a free POC, and decide whether Datopian should proceed with a POC-led outreach campaign.

Other execution context
- Cold outreach is summarized below, with its execution tracker and detailed campaign history.
Child Initiatives
Why this exists
Recent business-development work has shown that cold-email-style campaigns are not producing promising KPIs. BizDev needs a more evidence-based system for sourcing opportunities and testing high-signal outreach motions.
The OpenGov idea is a concrete version of that: find real OpenGov customer / portal instances, identify where Datopian could credibly create value, and approach selected organizations with a specific free POC rather than a generic cold pitch.
Previous Priority — reset pending
The previous priority was OpenGov sourcing and campaign shaping. It should answer whether Datopian can reliably build a useful database of OpenGov instances, identify high-fit targets, and create a credible POC-led outreach motion around PortalJS / CKAN.

Notes
- "OpenGov" here means the vendor OpenGov, not open government generally.
- The initial campaign should not assume that cold email is the channel. LinkedIn, warm intros, public contacts, partner routes, and highly specific POC artifacts are part of the experiment.
- RFP and proposal work remains a child system inside BizDev, but the OpenGov project is a sourcing / outreach experiment rather than an RFP process project.
Recorded work and operating context — September 2026 scope review
- Cold outreach: Five campaigns recorded about 3,461 unique leads, two booked meetings, and no attributable trial signups. Later campaign restart and results were not confirmed. Keep the detailed campaign history as evidence; the tracker carries execution. Execution/evidence. Historical source.
