Implementation confirmation needed

The user questions whether the RFP workflow and response-quality improvements were actually implemented. Both project records remain visible as active, review-pending exceptions to the narrower project scope. Their prior completion/maintenance claims do not establish operational rollout. Confirm what exists as analysis, what was agreed, what is used on real bids, and what remains to implement before treating this as routine practice.

Owner review pending. Retained in the company portfolio after the 2026-09-28 scope review. The commitment dates below have expired; the owner must confirm the current outcome, next milestone, review date, and execution tracker. No renewed commitment is recorded yet.

The RFP and Proposal System is the internal initiative for improving how Datopian discovers, qualifies, prices, prepares, submits, tracks, and learns from RFP bids.

Why this exists

RFPs are a major route to revenue for Datopian's data portal business, but the current process still has weak learning loops, inconsistent outcome tracking, and unclear discipline around pricing, compliance, and post-submission follow-through.

The goal of this initiative is not just to win more bids. It is to build a more reliable system for deciding which bids to pursue, producing stronger submissions, and learning systematically from wins and losses.

Current priority

The current phase is analysis enrichment and focused follow-on work:

  • enrich the existing win/loss analysis with source data: invited vs proactively found
  • split metrics for those two categories so we know where the process is actually weak
  • improve sourcing through Meiran's fit reports/tool so it produces more credible strong-fit opportunities
  • improve response quality through better technical onboarding, AI-assisted context in the bizdev repo, and stored feedback loops

What we already know

The existing analysis already points to a few recurring themes:

  • proposal responses are often too generic against scored criteria
  • buyer / domain-specific fit is not always demonstrated strongly enough
  • compliance and pricing discipline are inconsistent
  • some losses happen after submission because of process-discipline gaps
  • the learning signal is still fragmented because outcomes and feedback are not recorded consistently enough
  • the analysis still needs to distinguish invited opportunities from proactively sourced opportunities

  • Sourcing improvement is currently the Meiran fit-report/tool feedback loop, not a separate sourcing project.
  • Response-quality improvement is the separate process track because it needs technical onboarding, AI context, and feedback storage.
